الاتحاد المصري للسياسات والبحوث التربوية يختتم الندوة الافتراضية:
"التعليم في حالات الطوارئ والتعلم مدى الحياة لتحقيق أهداف التنمية المستدامة 2030"
تتناول هذه الندوة أحد أبرز التحديات التي تواجه قطاع التعليم، سواء في مصر أو على المستوى العالمي.
خلال الندوة، تمت مناقشة عدة محاور رئيسية، شملت:
- الهدف الرابع من أهداف التنمية المستدامة وعلاقته الوثيقة بالأهداف الأخرى.
- التعليم في حالات الطوارئ، مع إبراز التحديات والفرص المتاحة لتعزيزه.
- تمويل التعليم في حالات الطوارئ، مع التركيز على التوازن بين الالتزامات الدولية وشروط المانحين، وتأثير ذلك على استدامة النظم التعليمية.
- التعلم مدى الحياة في أوقات الأزمات ورؤى مستقبلية لتعزيزه.
- دور الإعلام في رفع الوعي بقضايا التعليم في حالات الطوارئ والتأثير على الرأي العام والسياسات التعليمية.
وقد أثرت الجلسة بمساهمات عدد من الخبراء والمتخصصين.
وقد افتتحت الندوة السيدة/ وسام الشريف، الرئيس التنفيذي للاتحاد المصري للسياسات والبحوث التربوية، معلنة عن إطلاق سلسلة فعاليات تهدف إلى رفع الوعي المجتمعي بأهمية دراسة التعليم في سياقات الطوارئ.
أدار الندوة الأستاذ/ السيد مسعد، عضو اللجنة الاستشارية بالاتحاد.
هدفت الجلسة إلى تيسير حوار سياساتي حول ورقة سياسات أعدها الاتحاد، قدمها الأستاذ الدكتور/ يوسف ورداني، مدير مركز تواصل للدراسات في مصر، والتي ركزت على التعليم في حالات الطوارئ.
كما استعرض الدكتور/ عاشور عمري أبرز التحديات والفرص المتعلقة بالتعليم في حالات الطوارئ،
وتناولت السيدة/ منى عزت قضية تمويل التعليم أثناء الأزمات،
وقدم الدكتور/ إسلام السعيد رؤية مستقبلية للتعلم مدى الحياة خلال الأزمات،
وسلط الدكتور/ محمود فرج الضوء على دور الإعلام في التوعية بقضايا التعليم في حالات الطوارئ.
أبرز التوصيات:
- تعزيز السياسات الوطنية لدعم التعليم في حالات الطوارئ ودمجه مع خطط التنمية المستدامة.
- إنشاء آليات تمويل مستدامة تضمن استمرارية التعليم أثناء الأزمات دون شروط مقيدة من المانحين.
- تطوير استراتيجيات للتعلم مدى الحياة تُمكن النظم التعليمية من التكيف مع الظروف المتغيرة.
- تمكين الإعلام من لعب دور فعال في نشر الوعي حول التعليم في حالات الطوارئ وتعزيز الفهم المجتمعي.
- تعزيز التعاون بين جميع الأطراف المعنية على المستويين المحلي والدولي لضمان استجابة تعليمية فعالة أثناء الأزمات.
- ضمان تحقيق المساواة بين الجنسين في التعليم، وتوفير بيئة تعليمية آمنة، خاصة في سياقات الطوارئ.
- تعزيز مصادر التمويل الوطنية والإقليمية والدولية المختلطة لضمان الحق في التعليم مع تقليل الاعتماد على التمويل المشروط.
- تبني استراتيجيات تدريس حديثة ومتوافقة مع التحول الرقمي تناسب سياقات الطوارئ.
- مأسسة مفهوم التعلم مدى الحياة وتعزيز ثقافته لدعم التنمية المستدامة.
- الاعتراف بشهادات التعليم غير النظامي والبديل، خاصة المكتسبة خلال فترات الطوارئ والنزاعات المسلحة.
- إنتاج محتوى رقمي لتوسيع فرص التعلم في سياقات الطوارئ.
- الالتزام بميثاق إعلامي يدعم الحق في التعليم ويعزز الدعوة والمناصرة لهذا الحق باعتباره حقًا وليس امتيازًا.
- إطلاق نشرة أو مجلة غير دورية من قبل الاتحاد لتعزيز ونشر ثقافة التعلم مدى الحياة.
- إدماج تعليم الكبار والتعلم مدى الحياة ضمن أهداف الاتحاد الاستراتيجية لمكافحة الأمية وتعزيز التعلم المستمر.
- متابعة وتقييم الأنشطة التعليمية لضمان جودة المخرجات بما يتماشى مع الهدف الرابع من أهداف التنمية المستدامة.
- تنفيذ إطار مراكش ونتائج قمة تحويل التعليم لعام 2022 في كافة أنشطة الاتحاد لتحقيق الحق في التعليم وتحسين جودته.
- إيلاء اهتمام خاص للفئات الأكثر تهميشًا وضعفًا في التعليم، خاصة أثناء الطوارئ (مثل النساء والأشخاص ذوي الإعاقة).
- التركيز على تحقيق نتائج التعلم الاجتماعي والعاطفي إلى جانب التحصيل الأكاديمي، خصوصًا في حالات الطوارئ.
- نشر جميع أوراق العمل والعروض التقديمية التي تمت مشاركتها خلال الجلسة الافتراضية عبر “زووم” لتعظيم نشر المعرفة.
- الاستمرار في عقد الندوات الحضورية والافتراضية لدعم وتعزيز ثقافة التعليم والتعلم مدى الحياة.
- دعم وتعزيز دور وكالة الأونروا (UNRWA) في ضمان الحق في التعليم والدفاع عن حق العودة للشعب الفلسطيني.

The Egyptian Union for Educational Policies and Research Concludes Its Virtual dialogue
Education in Emergencies and Lifelong Learning to Achieve the 2030 Sustainable Development Goals
This dialogue addressed one of the most pressing challenges facing the education sector both in Egypt and globally.
During the event, several key themes were discussed, including:
Goal 4 of the Sustainable Development Goals (SDGs) and its strong interlinkage with other goals.
Education in emergencies, highlighting both the challenges and opportunities for strengthening it.
Financing education in emergencies, with a focus on the balance between international commitments and donor conditionalities, and their impact on the sustainability of education systems.
Lifelong learning in times of crisis, and forward-looking visions for its enhancement.
The role of media in raising awareness around education in emergencies and influencing public opinion and education policy.
The session was enriched by contributions from several experts and specialists.
It was inaugurated by Ms. Wissam El-Sherif, CEO of the Egyptian Union for Educational Policies and Research, who announced the launch of a series of events aimed at raising public awareness of the importance of studying education in emergency contexts.
The seminar was moderated by Mr. El-Sayed Massad, member of the Union’s Advisory Committee.
The session aimed to facilitate a policy dialogue around a policy paper produced by the Union, presented by Prof. Dr. Youssef Werdany, Director of the Tawasul Egypt Center for Studies, focusing on education in emergencies.
Dr. Ashour Omari reviewed the key challenges and opportunities related to emergency education,
Ms. Mona Ezzat tackled the issue of financing education in emergencies,
Dr. Islam El-Saeed provided a forward-looking vision for lifelong learning during crises,
and Dr. Mahmoud Farag highlighted the role of media in raising awareness around emergency education issues.
Key Recommendations:
- Strengthening national policies to support education in emergencies and integrating them with sustainable development plans.
- Establishing sustainable financing mechanisms that ensure the continuity of education during crises without restrictive donor conditions.
- Developing lifelong learning strategies to ensure education systems can adapt to changing circumstances.
- Enabling media to play an effective role in promoting awareness of education in emergencies and fostering public understanding.
- Enhancing cooperation among relevant stakeholders at the local and international levels to ensure an effective educational response in emergencies.
- Ensuring gender equality in education and providing a safe learning environment, especially in emergency contexts.
- Enhancing national, regional, and international mixed funding sources to guarantee the right to education while reducing dependency on conditional donor aid.
- Adopting modern, digitally aligned teaching strategies suitable for emergency contexts.
- Institutionalizing the concept of lifelong learning and promoting its culture to support sustainable development.
- Recognizing non-formal and alternative education certificates, particularly those acquired during emergencies and armed conflicts.
- Producing digital content to expand learning opportunities in emergency contexts.
- Committing to a media charter that supports the right to education — framing education as a right, not a privilege — while advocating, reporting facts, and mobilizing public opinion.
- The Union will launch a non-periodical newsletter or journal to promote and institutionalize a culture of lifelong learning.
- Explicitly integrating adult learning and education as a goal within the Union’s strategy to combat illiteracy and advance lifelong learning.
- Monitoring and evaluating educational activities to ensure the quality of outcomes aligned with SDG 4.
- Implementing the Marrakech Framework and the outcomes of the 2022 Transforming Education Summit across all the Union’s activities to fulfill the right to education and improve its quality.
- Giving special attention to the most marginalized and vulnerable groups in education, especially during emergencies (e.g., women, persons with disabilities).
- Focusing on social and emotional learning outcomes in addition to academic achievement, particularly in emergency settings.
- Publishing all working papers and presentations shared during the Zoom session to maximize knowledge dissemination.
- Continuing to hold both in-person and virtual seminars to enhance the culture of education and lifelong learning.
Supporting and strengthening the role of UNRWA in fulfilling the right to education and upholding the right of return for the Palestinian people.
